From the first, Governor Hennessy intimated to the Major General Commanding his entire concurrence with the proposed arrangement and now that permission to incur the expense has been granted by the War Office and that necessary office material has arrived from England; the Governor was asked to come to a definite decision without delay.
Your Lordship will see that the scheme entails on this Colony an initial outlay of $5,000 and a monthly expenditure of $970.
